In 1899 Bullpen Island Town Council appointed Abraham Tandberg, a local drunkard and troublemaker, as the town's first Constable. Most disturbances around the town were caused by him, so the Council felt that he might as well enforce the law upon himself. This arrangement turned out to be successful, and was sufficient for the town for over three decades.

By the mid-thirties Bullpen Island had reached a population of 1,000 people, and one elderly alcoholic was no longer enough to keep order. Council voted to appoint Tandberg as the Chief of Police, and opened the position of Police Constable for applicants. They received 3 applications, all from the same individual. Constable Fred Dorfl started to patrol the streets of Bullpen Island on August 3rd, 1936.

The growing popularity of automobiles brought along the addition of the Traffic Division in early 60s, and the Criminal Investigation Division was added in 1992 as drugs like Aspririn and Vitamin C supplements flooded the streets.

Horst Schimanski has been the Chief of Police since 1986. At present he commands one Inspector, two Sergeants, five Corporals, 13 Constables and a Basset Hound called "Mittens".
